Explaining the immigration policy mix: Countries' relative openness to asylum and labour migration

Western democracies have developed complex policies to manage migration flows. Much of the scholarly literature and political discourse assume that countries become increasingly selective they prioritise economic intakes. Despite clear efforts by policymakers distinguish between refugees migrant workers, we know surprisingly little about how combine different policy dimensions which factors shape their relative openness target groups. In this article, shed light on two main admission channels, asylum labour migration, introducing concept ‘immigration mix’. A comparative analysis 33 OECD 1980 2010 examines pattern drivers behind immigration mix: Does mix follow a convergence, is it subject dynamics or path dependent? The results reveal despite shift in sympathies from countries' mixes strongly converged into more liberal overall. primarily reflects governments’ limited room manoeuvre due competing pressures. These insights demonstrate serves enhance our understanding countries’ regulation immigration.
